    • Foster the creation of a social-safety system for at-risk populations
    • Foster the provision of physical security for at-risk populations
    • Foster the provision of economic (subsistence) security for at-risk populations
    • Promote security sector reform
  2. Foster provision of equal justice

    • Develop indigenous advocacy capacity and capability for at-risk populations
    • Foster culturally appropriate representation for at-risk populations
    • Promote culturally appropriate gender equity
    • Combat sexual violence as weapon of war or tool of repression
  3. Reinforce stability in post-conflict environments

    • Create mutually-beneficial partnerships with formal and informal leadership in target areas
    • Assist governmental and non-governmental institutions with security sector reform
    • Assist emerging governments and institutions satisfy social-safety demands of at-risk populations
    • Reinforce US military stability operation efforts
    • Develop pre/post conflict planning cadre to reinforce civ-mil efforts
  4. Enhance US national security interests

    • Influence potential indigenous allies in pre/post conflict environment
    • Reinforce USG stability efforts
    • Promote US values in a culturally appropriate manner
    • Create a positive mental model of US
    • Create partnerships with existing non-governmental and governmental organizations that can be exploited to satisfy future demands and requirements
  5. Create public awareness and shared understanding of the fate of former US allies and proxies

    • Create a publically accessible database of former US allies and proxies in need of assistance
    • Educate US public as to the consequences to our former allies of supporting USG civ-mil operations
    • Develop a shared understanding of the fate of at-risk populations and potential remedies with Veteran Support Organizations
    • Develop a shared understanding of the fate of at-risk populations and potential remedies with private sector
